Actually, I did some homework on that, and it's illegal to download ROMs at all, even if you own the cartridge or delete it before 24 hours are up. The 24-hour thing is a myth.

People want excuses to pirate games. Come to think of it, people even pirate Photoshop, which should be a cardinal sin. (Come on, people, it's a 600 dollar program, but it's worth its BOX SIZE in solid platinum. If you don't want to pay up, get the academic version for half-price. If you can't pay either, just don't buy it.)
People think that many SNES games, which many of the emulators and ROMS are for, should be eventually public property since they aren't produced anymore. Unfortunately, copyright still holds. People are looking to spread their ROMs around, so they created this 24-hour thing.
Well, that's my theory. I wish the games were public property, too...

XP is that much? Hmm. I didn't know that. Then again, Windows 98 is pretty good even seven years later...if I didn't have XP, I'd be fairly content with a decently fast 98.

I'm not exactly sure about how fast a windows OS will carry a system but then it depends on what you do with it.
